I used to think Croydon was bad in the 90s. How can it go even lower?

There’s a reason it was basically the only Labour council to switch to the Conservatives at the last set of local elections – the last lot massively screwed the borough over with dodgy finances, massive incompetence and various hugely expensive failed attempts to run businesses.
Their attempt at getting into the property market has basically hamstrung them for a long time now and will continue to do so. Brick x Brick has cost the council millions and an inquiry should be held into how the council let things get so bad.
The problem would be why a London council should be bailed out by government for reckless spending when more prudent local governments in more dire need of infrastructure don’t get extra funding. A London council should be able to drum up private funding as well.
One other thing that is not mentioned, is that Croydon and other outer London boroughs have absorbed an exodus population of people from inner London boroughs since the 2012 Olympics. Outer London boroughs now have to care for more people with less money given by central government.
