
Does anyone know the difference between the first and second option ? Why is the “or” there? it seems the same to me , just one needs an appeal form and the other can just be a letter? Is there something I’m misunderstanding ? Thanks.

The first one is a review by a deciding officer and should be fast, the second would go to the Appeals office who are separate and will likely take months. I had to help a family member with this for disability allowance and the deciding officer insisted they weren’t disabled but the appeals office disagreed.
I’ve no experience of dealing with social welfare. But having read that, the reason for the “or” is that you have two completely separate appeals systems to choose from. You can use the department’s own internal appeals process, or the external, independent appeals service. The second option involves filling the form.
I was once denied social welfare for being a college student, despite me submitting my diploma as evidence of having finished college 2 years prior. The entitlement checkers are either really really stupid people or the system is this way by design. Same with the HSE. The appeal took me 7/8 week. That period of time was a real struggle.
