It’s a “certificate of good conduct” but I’m not really able to translate the whole text
It’s a ‘background check’, essentially. It says your great-grandfather did nothig illegal as of 28th of October, 1878. This document was (and still is) needed to hold jobs for the goverment, police, and other such positions.
It’s not really a social security letter, but a “Certificate of good conduct” (erkölcsi bizonyítvány), showing that your great grandfather had no criminal record then, a document like this was (and still is) needed to get a job.
It was written on 1898 March 11 in the town of Ajka, so I presume that’s where he lived/worked at the time. The stamp at the bottom is for the “Gőzgépkezelők m. kir. vizsgálóbizottsága” something like “Investigation Comitte of Steam Engine Operators”, so looks like he worked with steam engines or something like that.
The document also has his birth date: 1878 October 28, birth place: Csingervölgy (a village that is now a part of Ajka), and parents’ name: Keszler Károly (father), Karvas Magdolna (mother, not a 100% sure about her family name)
Town Council of Ajka hereby certifies that Károly Keszler, born 28th October 1878 Csingervölgy by Magdolna Karvas and Károly Keszler, has maintained good conduct so far.
