I like how Paldiski-Tallinn-Narva-Saint Petersburg is supposed to be like a major european A class highway according to the E-road network and yet it is a crappy 2 lane road where the speed limit is 90 per hour.

To confuse the enemy.
The [national roads](https://en.wikipedia.org/wiki/Highways_in_Estonia#List_of_main_routes) and smaller [support roads](https://en.wikipedia.org/wiki/Highways_in_Estonia#List_of_support_routes) share the same pool of numbers. So when the roads were first numbered, national roads got 1-11 and then support roads got 12 onwards. Later on, a new national road was created and 92 was the next available number at the time.
