It should definitely be a crime to fail to report abuse in some circumstances. It already is a crime to fail to report terrorism (although iirc that is fairly rarely used).

Another report for people to read, ignore the findings and then rail off about something else and use as a tool to attack.
The Roterham report she wrote was a lot of this, the social services not reporting or intervening, and the police outright blaming the victims.
