Yes. In Finland we have this thing called turhake.
It is an unused placeholder for a possible additional switch, this is what an electrician once explained to me.
Looks like the one I had back in the day. It’s a light switch / dimmer like few people said. It should also have a IR receiver next to the led. So if you take any IR remote, like TV remote. Point it toward the switch, push and hold any button for 3sec and should make a “chirp” sound. Then push for on or off, hold for dimming.
