I can find a lot of articles and in particular [ung.no](https://ung.no) posts about it not being legal to have a passenger on a moped, but I can’t find any articles about WHY that is.

I heard hearsay that it is because the brakes aren’t designed with passengers in mind, but the EU has mopeds registered for 2 people (that has brakes to accomodate for that) and mopeds registered for only 1 person. With the former being able to take passengers in (most of) the EU. Norway doesn’t allow it though even if the manufacturer made it with a passenger in mind.

  1. This rule only applies for mopeds under 125cc. 125cc and above can legally have 2 people on them as long as the vehicle has a passenger seat im pretty sure.

  2. Like most laws in Norway. It boiles down to incompetance, greed or just plain hatred for their subjects.
