If you go from Salzburg to Hallstatt by train, you can get off in Bad Goisern and walk to Hallstatt.
Or you get off in Bad Ischl or the station Lauffen and walk to Bad Goisern along the river Traun and then get the train to Hallstatt or walk on to Hallstatt, depending on how fit you are.
