Prohibition hasn’t work. After decades of bloodshed, we are slowing accepting that the “war on drugs” did nothing to reign in drug use.
Increase taxes on tobacco products (and booze while you are at it) and use the additional money for both prevention and treatment
NZ is a total Galapagos state, nobody cares about them. Lived there and they just do everything their way, teach them a better way, they will ignore you completely lol. They are so isolated and forgotten, only way to get an attention is doing something totally different.

Most countries have land borders and smuggling makes this kind of policy unfeasible.
How has prohibition worked for other countries? Hm, I WONDER?
