Fingal is a suburban commuting region with probably 90%+ low density single family housing. Not sure how comparable Utrecht will be.
A more useful study in my opinion would be to bring these engineers to Ireland and have them point out improvements that could be made in the existing environment.

Some annoyed cyclists over there 🤦🏼
The Dutch have class cycling facilities but the message the nice man was trying to get across was about respect of the public realm which is the starting point. Fungal Coco needs to think about that.
People seem to forget that most cities have a “cyclist first” mentality when it comes to city planning.
One advantage of Rotterdam being completely leveled 75 years ago by our friendly neighbours is that we could rebuild from the ground up with this is mind.
Amsterdam, Utrecht and all the other big cities adapted their infrastructure, which doesn’t really suit car travel and most people wouldn’t go i to those cities voluntarily.
NL also has a semi decent public transport set up (busses / trains / metros / trams) that is operated 24/7,this is something that is non existant in Ireland.
If they want people to get on a bike, fix the other things first.
