Looks like the Netherlands to me. It’s extremely unlikely to find anyone wearing a helmet there. It’s just not in the culture to wear one as dutchies are basically born on a bike. The country is built around bicycles and you are extremely protected by law as a cyclist.

brother in law sent this to me yesterday, it’s an obvious fake as who in their right mind would continue cycling down an icy lane without stopping after just seeing 2 people in front of them snot it on the ice
PS: Cycling on ice isnt a problem just use spiked tyres, this is what is done in Scandinavia
