Honestly, I don’t think these ratings mean very much especially since you reduce “developement” to a single number which vastly depends on the weights and valuation methods of individual factors. I reckon were we to weight things differently and focus on other things, there would be a vastly different outcome.
Furthermore, it propagates the illusion that switzerland is superior to any other country which is not true IMO. We swiss defenitely have our flaws.
