Increase the voting age. Id go for 25.
I think it’s way more important to fix the systems and make local councils accountable for misgivings, rather than giving a possibly messy situation to a 16-18 year old. While I can’t speak for all localities, the ones I was in contact with have no sense of responsibility and will brush you off the first chance they get.
