Premier of Ontario (Canada) tried some bullshit like this recently, when unionised education works (not teachers) walked off the job. The conservative provincial government tried passing some legislation to make it illegal to strike and the other unions, not just education ones, got behind them and started (genuinely) threatening a general strike.
Well, didn’t the province turn around and do a quick 180 on their legislation once it became apparent that that the people who would really be most pissed off about all this (i.e. corporations and their bottom line) started to shit their pants about a general strike and probably phoned and had a word with the premier.

When I suggested that the train workers refuse to check tickets as a way of punishing the government/train companies without affecting the general public, I was told that it’s impossible because it would be illegal and they can’t do it, yet now it seems strikes will become increasing more illegal so what’s the point?
