I come from a warm climate and I will be visiting Norway to go snowboarding. I need to buy winter clothing and I’m not sure if this is acceptable to wear as a base layer under snow pants. Thank you for any help

I would use something like this as the inner layer:

And then your pants on top of that – and then some additional waterproof layer.
It depends. Base layer is often a very thin material – often wool – to provide heat and transport sweat away from your skin. Some wear it under regular jeans. So this is not considered a base layer as such, but wearing it under some other piece of clothing makes it technically the base layer.
