No, I don’t recognize such device.
In Polish commie blocks in the basement you will find typical electrical distribution boxes and telephone distribution boxes.
Nowadays also cable tv and fiber optic boxes.
I’ve never seen such a thing, but looking close at the brass plaque I see there the word _”tele”_ which can suggest it could be a part of some telecom system?
It would help if you could get a better pic of the plaque.
