Mhhh, I wouldn’t worry too much. The DA will issue a fine for max 100 CHF and fees of about 200. That money will go to Zurich city and not the land owner.
To raise a complaint, the land owner needs to be quite specific and deliver proof in form of photographs and vehicle owner identification.
In short, the effort is quite high and requires a really pissed owner. I assume it’s just a formal warning not to be a bad boy next time. Furthermore, as you were using an non-Swiss rental car: Chances you ever hear from them are minimal.

This looks more like a case of fake document.
Go to the police to check it up, if real. If it’s not a real document, ignore the payment, and sue for “impersonation”, “counterfeit Dokumentation”.
Looks like a case of old grumpy person wanting things their way, talking liberty of illegal actions to get there.
If real, ask for what you did wrong and how to prevent it in the future.

If this doesn’t apply then you can ignore it. If you hear from the police you can ask the publicly available documents, mainly the Restriction Order. In this writing there was no restriction order mentioned, only the date.
If you don’t know wich restriction order is the right one, you can’t inform yourself and this be misinformed by this sign and it leading to be „nullified“.
