No that looks more like light pollution. Even faint northern lights or ones blocked by clouds often have a bit of a green tinge to it. Very faint ones sometimes look like a long cloud but not like that.
No, if you cannot see the stars, you’re not going to see the northern lights. They happen at 80-100 km, hence way above the clouds
I live in Saariselkä close to Ivalo and saw the lights a few times. My favorite place is to go look is Kaunispää.
You can look in the sky in the northern direction without barely any light pollution.
