I thought 2 of the unions agreed the pay increase in Scotland
That’s fine, at least the Scottish government has managed to avoid any strikes by engaging in negotiations with the unions. I wish Westminster had the braincells needed to understand that refusing to negotiate doesn’t make them though on unions, it forces the unions to strike as a last resort.
