Happened to me in central Berlin. Had to live my bike behind due to rain and hail; attached to a pole. Came by U-Bahn home. I returned for the bike next morning and it was driven over by a car.
What was the function of the pole? It may have been some vigilante action if your bike should not have been left there at all.
Not only in Köln, and not only in Germany. Wherever there are bikes, there are people willing to steal or vandalize them.
Happened to me in Stuttgart once. Still sour about it :-/
