Have you been contacted by An Post? They’ll either text you or email you re) customs charges with a reference number and telling you to go to the An Post website.
I assume you are in the States, so the recipient has been sent details of the customs charges and how to pay them.
In the EU, import VAT is payable on all gifts over €45, which includes postage (assuming this is a gift)
The eventual receiver will get a letter with details on how to pay the taxes and duties. Once paid the package will be delivered. The process is very easy but sucks that you have to pay to receive gifts.
