I know absolutely nothing about Germany, but this question is about my cousin who has been living in Germany since she was 17 and is now 27 (10 years). My aunt is German by birth but had lived in the US for many decades until my cousin was 17, when she went back.
My cousin told me she is on some sort of disability program for various health issues, where she gets a small apartment and 400 euro a month. Does anyone have more details on this program? Does anyone have actual experience with being on it, and can speak to what it’s like?

My cousin has been miserable in Germany and feels trapped, and I don’t feel like 400 euros is a good enough reason to stay anywhere, even with a free apartment, since if she moved back here she could live in my house for free indefinitely until we got her to a place where she could be independent.
I’m trying to see if she still retains some/all rights as a German citizen in case she moved back to the US, but someday ever wanted to return to Germany. In other words, I need to understand if there’s anything she would be giving up by coming to live with me. I want to help her get her driver license here, which is a lot less expensive to get, and maybe take some college classes and do some music classes, etc. So we can’t know how long her stay would be, until we know she likes it here, but it would definitely be more than a few weeks.
