It’s still Westminster that ultimately holds the purse strings.
Until Wales can keep all the tax revenue it raises and can sell water and electricity to England, we have no idea how much could be spend on increasing care – apart from “not enough”.

Why not? It’s the government that’s underfunded the NHS and mismanaged it to death. Why wouldn’t you blame them?
