Not all of these people might be residents of the borough due to how local connection in homelessness works. I know for a fact that Westminster has such a high amount of homeless due to people working in the borough and that being considered a local connection.
Now the reason why London struggles with homelessness is due to the fact that a lot of London boroughs have the lowest allocations of social housing in the country. Not many new housing estates are being built.
Next thing to look at is the private rented market. A quick look at socciio.co.uk a website that finds private rentals at or near local housing allowance shows that there is zero properties in Newham advertised at even £120 over the monthly local housing allowance.
Local authorities have their hands tied when it comes to discharging their homelessness duties. Central government makes all the rules but provides no solutions. Some boroughs in London pay up to £10,000 to a landlord to secure a private rental and then pay further monthly payments to cover any shortfall. This is their only viable way to discharge their statory duties.
Sure, we’ve got people starving to death on the cold streets this winter. But who cares? The hedge fund managers and shareholders – the only people that really matter in our society – are doing famously well! The homeless should be shivering with pride knowing that they’re helping virtuous billionaires acquire even more wealth! Capitalism is wonderful! 🙂
Good thing the Town and County Planning Act and local NIMBY’s stop all those tower blocks, flats, and housing estates being built all round the country to keep rents nice and high…
