Lazisa on Baltzargatan is a place I try to brunch at every time I visit malmö.
Café Flax is great, a bit pricey though.
For falafel I recommend Värnhems falafel (though look on /r/malmoe for other opinions).
BISe for some fancy food.
Ava Vinbar (tjej-Rex) if you like wine.
To meet locals you the easiest way to form lasting friendships is to learn the language and join some sort of club/organization for whatever you are interested in: disc golf, salsa dancing, crossfit, chess, board games etc. Search around on /r/tillsverige and you’ll find plenty of discussions about making friends in Sweden.
I don’t know what halal is but there are plenty of muslim restaurants in malmö. We don’t socialize here, we drink and ask where to find friends on reddit.
