Its a Parlament (parliament)
The reason “Bundestag” is often translated as “federal diet” is because of the etymology of the “-tag” suffix.
That being said, there’s no really distinction between the things that can be described by the words “diet” an “parliament”, so long as we ignore the nutritionary sense for “diet”, so I suppose the answer should be that it’s both, because they’re equivalent. It’s a legislature, and both of those terms are synonyms for it.

A parliament is a legislative body that usually consists of elected members. Parliaments may have different names, such as “federal diet”, “national assembly”, “congress”, or just “parliament”. They’re still all parliaments.
I feel like your question is based on lots of false assumptions.
To add to all the other answers here, there is also the “Diäten”, which is the term for all the financial compensation and equipment/offices that the representatives in the Bundestag are provided.
Diet is just a historical name for some parliaments. Like the US parliament is called Congress but that does not change the fact that is a parliament.
