BKS Homenet. I just used google lens on the pictures you provided. 😉 (In particular the plug leads to usable search results.)
I have the same system in my rented flat, it’s called HOMENET by BKS, a swiss company.
I bought some cables from this place to upgrade the system (2 to 4 pin to remove the 100mb speed threshold):
Might be cheaper to replace the wall plug with Ethernet plugs, you can buy them for about 15eur at hornbach, lots of videos on YouTube on how to terminate wall Ethernet outlets. After that you can just use rj45 directly instead of buying those expensive conversion cables.
The cabling/access is to connect a device to a home server. The server running a smart home network like Gira. This allows you to control things like heating, lights, shutters, security etc.
