I’m not from Poland but in the US we have these in some towns that look very similar. You tie your horse to it and clean your boots. Usually from muddy rides which is why it’s grated on the bottom.

It seems to be a white metal pole with a 1 foot step and a U shaped handle.
Looks like a biker’s footrest but why is it not close to a pedestrian crossing…

It’s for people who play “ground is lava”. You can easly jump onto it with one foot, grab the handle with one hand, and still be able to carry your groceries, pizza, a baby, etc in your other hand. You never know when someone gonna call ground is lava.

to tie your shoes and being able to hold onto something
I would use it to stretch my calves after running. Never saw it, but quite clever to me.
If it’s near an intersection, cyclists use them to hang on to and rest their foot on one side while they wait for the light to change.
