Why are 2/3 of trusts in England not joining the strike? Are they ones that are happy with the offer? Or live in cheaper parts of the country?

I was wondering since nurses are in high demand why there could not be a mass walk out through resignation if a hospital used the new laws to sack a striker. It would be easy for the Nurses Union to set up a go fund me page to support the workers until they found new jobs. The first hospital administrator to use the new rules would be soon out of a job themselves. The union could later negotiate for a re-hire on the pre-existing contract including leave entitlements plus a sign on bonus and pay rise.
