It’s mostly costs for parts and labor (darbas = labor) and where it was done. Some of it seems to be in russian – I can’t really tell, this handwriting is a bit difficult to untangle.
E.g., the second half of the first page says:

Yes, some notes looks like broken russian with latin letters. No timing chain mentioned here.
Mostly just normal maintenance (air filter, oil filter, cabin filter, fuel filter, oil).
Some suspension work (silent blocks, front stabilizers).
Generator and air conditioner belts replaced.
Timing chain is not mentioned.
e46 330cd timing chain is very reliable.
