Inevitable if the advice to the UK Government is that the legislation impacts on reserved matters.
There could be an uncontroversial, mundane piece of legislation but if the legal advice stated that it overstepped into reserved matters, then whatever party was in charge of the UK government would have no choice but to intervene.
If it interferes with reserved powers then no matter how moral or what the law is the UK government can’t let it go ahead.
