  1. So it wasn’t a dropped kerb, it was a normal kerb with tactile slabs, which I presume indicates its a crossing point? I can see why that would be confusing.

    For him maybe, not for the average council employee who presumably has no way of doing much with a cheque or producing a receipt. Seems the equivalent to paying in pennies to annoy someone.
