Upper one
It won’t be the shortest route, but if you go over Gorica, Most na Soči, and then past Lake Bohinj and Lake Bled and then to Kranj, you will be able to enjoy the view of the mountains and have nice stops in between. But it will take you at least 3-4 hours of driving i would say.
The shortest one’s are highways, nothing special both are okay. The long one looks like this on [some parts](https://www.google.com/maps/@46.1090434,13.8032604,3a,75y,149.87h,85.35t/data=!3m6!1e1!3m4!1sJw98Ntvc7zV2XW9aSMcb_Q!2e0!7i13312!8i6656), it’s definetly not for an RV or a trailor.
The upper one would be so long that personlly I would never take it. It is something for the locals who know it by heart. You will be tired as hell when you reach your destination. For me it seems a long way when I need to go somewhere on the half way there. Whoever ever went to Otalež would confirm. Keep in mind that you will definitely want to return by taking the highway.

There’s only 2 roads if you want to enjoy mountain scenery, altho quite longer.
1. Trst-Nova Gorica-Tolmin-Bovec- Vršič pass- Kranjska gora – Jesenice – Ljubljana
2. Trst-Nova Gorica-Most na Soči-Zgornja Sorica-Bohinjska bistrica-Bled-Ljubljana.
While these routes are amazigly scenic, you have to be prepared to be closed or under snow on some parts in dead of the winter, especialy Vršič pass and road Zgornja Sorica-Bohinjska Bistrica.
As mentioned before, quite longer and quite tiresome routes, so start the driving well rested.
There is a possibility that the second one (1h37m) may be closed in the area of Ajdovscina because of the strong wind
On a non-cloudy day the shortest one gives you quite scenic views already, including of the Alps when you’re reaching Ljubljana. It’s fairly cloudy at the moment, so you might not see the Alps in all its glory (but if they show up, you’ll be able to see them once in Ljubljana too), but still lots of snow covered forests that look pretty cool.
So I would suggest take the shortest one and stop at Škocjan caves (it’s a few miles off of the highway) for a 30-min circular walk of the area (there’s maps when you get to the visitor’s centre at the caves) to check out the amazing [scenery](https://www.park-skocjanske-jame.si/si/image/original/3334/spletna_mala.jpg) there on foot. If you’re there around the time they’re having the guided tour of the caves (I think 13:00), go underground for that [extra special](https://www.park-skocjanske-jame.si/si/image/original/3335/spletna_mala.jpg) scenery.
If you want to see the mountains, you only have 2 options…
Both go trough Bovec, but one goes over the Vršič pass and the other goes over Predel pass.
If you go the Vršič way, you will have a better view on the top of the pass but when pass Vršič the only view of mountains will be on the ones along highway, but the Predel way has more valleys so you will be exposed to more mountains.
Both ways merge in Kranjska gora, which would be a nice stop.
Just reminder is more cooler to say Trst and not trieste
As far as I am able to see, the uppermost way goes through Kladje; which in winter is not in the best condition. Snow tires and chains are a must and experience in mountainous snow driving is advisable.
