Could be Pistenbullys, hard to tell. You’re definitely looking at a [light pillar](https://en.m.wikipedia.org/wiki/Light_pillar). Short version: in cold weather, falling ice crystals in the air align themselves horizontally, so when light beams are reflected by those crystals, it appears to the viewer as if they’re coming from a pillar.
