Once a digital nomad was telling me how they spend a few months in one place, then when the weather changes or whatever they move on to the next place. “Oh, like locusts!” I exclaimed. They didn’t look very happy at that.
Honestly though, it is badly managed tourism that is causing many of the problems cities like Lisbon are facing. Specifically AirBnB.
Given that nomads are bringing their jobs with them, so are not taking Portuguese jobs, and given they spend their money fairly freely and tend to be active at events and so forth, and bring an outside perspective (and possibly outside opportunities) I’m not sure that we can get too upset by them.
Certainly them leaving will do absolutely nothing for rents/house prices – though of course it’s nice to have a handy scapegoat to cover for allowing Portuguese property owners to line their pockets at the expense of the rest of us.
Finally, it is possible, just maybe, that house prices are rising at least in part because some sectors of the Portuguese economy outside of tourism, and thus some workers, are actually doing quite well.
One problem in particular, is the too large amount of housing agency’s that are luring in housing owners all over the place to either rent or sell their place for “more” money. Ive seen the pricing go up since i started living here in 2018 till now. Impossible to find a place of 1500 which equals a good T3+ – i basicly moved from Lisbon (T2 / 1500 a month for a full year) to Almada 900 a month for a T3 + 2 balcony’s. But now as my rental contract is expiring i’m luring to find a different place. However forget about lisbon and it’s attractive pricing. People are greedy and locals are pushed to either smaller rooms or simply out of Lisbon due to the pricing going up.
What the goverment needs to do, is form a new law just as The Netherlands that prohibits the buying of appartments with the intention to rent these out without actually living there. That would put a halt to lots of wealthy expats who are looking for cheap tax to invest their money and looking to triple it at the expensive or cost of living over here.
I refuse taking a place where i’m paying 2 morgages + extra for the owner, and before the covid crisis, you should have seen the (explosive) housing pricing to watch them during the covid era all drop massively. I was laughing because nobody could rent their shit place for 1900 anymore and lowered back to even 1200.
There are a few places that i keep my eye on, but for now no more then 1500 and it has to be better. If i have to move outside of lisbon such as Sesimbra, so be it. Better (luxury) and new places up there also.

Cheap comes at a price. If the population isn’t satisfied, services will not work, and your nomad experience will obviously be affected since you can no longer enjoy the free infraestructure paid by Portuguese tax-payers.
Nomads should not be tax exempt nor should golden visas be a thing. Why should foreigners pay less taxes and contribute less to society? Portugal currently is made for foreigners. That will change soon, I hope.
