It would be pretty insulting to sexual harassment victims to lump in random insults.
Why do they mention 97% of women experience harassment and then include things like unsolicited remarks or advances, which are broad enough to mostly not being actual harassment
Is it not already covered by section 38 or 39 of the Criminal Justice and Licensing (Scotland) Act? Or rather sections 7(1) and 7(2) of the Sexual Offences (Scotland) Act 2009.

Just to say I’m all for laws that protect people, but many comments suggest that legislation already exists.
I can’t help but feel that the Scottish government is trying to demonstrate that UK laws are not sufficient or liberal enough, highlighting whenever there is a block on such a potential change that the UK does not work in the Scottish interest.

Sexual harassment is illegal according to the Equality Act 2010 (Quoted below), So what is this about?
Harassment
(1)A person (A) harasses another (B) if—
(a)A engages in unwanted conduct related to a relevant protected characteristic, and
(b)the conduct has the purpose or effect of—
(i)violating B’s dignity, or
(ii)creating an intimidating, hostile, degrading, humiliating or offensive environment for B.
