I’m not a newcomer, but this looks legit to me.
Seems typically Belgian to ask “do you want to read this letter in a different language?” In Dutch, but not in another language. That info is only useful for people who can’t read that info, if you understand what it says, it’s not for you.
It’s legit. My wife got them a couple of years ago.

I work for them as a freelance interpreter! To me it seems they’re very helpful to anyone involved. If you have any questions about anything at all, just contact them and they’ll help you out. You’ll probably be invited for integration info sessions. Depending on where you’re from, they’re obligated or not. Those sessions inform you about living, working, studying… in Belgium. They’ll probably also set you up for Dutch classes for which you’ll have to do a small logics test first to determine your level of learning, e.g. they’ll put you in a class with people with the same “learning speed” as you.
