Not surprising considering the ineptitude of our government which try to plan after the people are here.

State ‘unlikely’ to be able to plan for absolutely anything at all ever.

I still amazes me that the state/ government/local authorities let the housing/accommodation problem get so bad. People have complaining for years of difficulties of finding a place for renting or to buy especially in Dublin. No reaction from any of them other than platitudes. No attempts to change plans or look again at housing models or planning systems. Until it is too late. The problems didn’t start with refugees and other places have housing problems as well, but fucking hell at least they have done something about it. All parties share a bit of the blame but mostly FG as they have been in government longest. Everything that has been done to address the problems have been inadequate.
Why can’t Irish people give a definitive answer? It’s embarrassing.
