The head of HMRC is not saying Zahawi is innocent.
Jim Harra said that Zahawi is guilty, because HMRC doesn’t charge penalties to innocent people and they charged one to the ex-chancellor

The Guardian has just worded it badly in their headline.
Zahawai has paid a 30% penalty. The HMRC boss is saying: We wouldn’t have done this is he was innocent.
Yet my innocent error caused by employers means I get hit with a demand to pay outstanding tax…
