Having some countries data from 2018 and 2020 kinda skews this a bit. Since 2020 we’ve had very different degrees of normal each year.

UK is so high because most houses don’t have insulation. Even if it doesn’t go below 0°C, it’s still miserable.
Now do ‘percentage of population unable to keep adequately cool in summer’ and you’ll probably get the exact opposite.
Warm countries are built to deal with warm temperatures, cold countries are build to deal with cold temperatures.

I never met a person who had difficulties keeping his home warm in Albania, so is bullshit like most statistics.
Where is this information gathered from country by country?
I’m in the UK and it’s certainly higher than 5%.
Population of UK who prioritise spending money on debt and shite above food and heat and light.
