Yes, kind of that maybe, it’s called “Schlüsselfertiges Haus” or “Fertighaus”, there’s a catalogue and one can change maybe some basic things like room sizes from different house types for additional money; some examples:

Near where my brother lives in Niedersachsen there are 6 or 7 of these houses available for viewing, all of them right next to each other They’ll be model houses for people to look at and order one (with some personalised changes), before they will be sold in the end to just become normal homes for people to live in.
