Everyone can park on it. There is no law about it but the point of it is that parents with small children can park on it. They are normally a bit bigger than normal so less risk of damage or if you need to get something out it is simpler.
Technically: anyone; it’s not an official sign.
Realistically: whoever the local police department/parking enforcement believe can park there.

Parked my 2 seater sports car on one of those family parking spots in IKEA once. Had my niece with me.
People were not amused 😅
Going by our username they’re not for you. It’s only for women who also have a small boy and girl with them, all dressed appropriately. The sign doesn’t say it have to be her children.

I would have said anyone with children in the car. It may not be a legal sign. It’s just general courtesy.
Maybe a bit of a tangent but I kind of get annoyed when I see these types of non-official traffic signs. I remember seeing one of them that looked very similar to a ‘woonerf’ sign so I adjusted my driving accordingly. I got somewhat confused that the woonerf never seemed to actually end either.
Later on I was told it wasn’t an official traffic sign and it wasn’t a woonerf at all.

I (M) do, when I’m out with the kids. Everyone with small children knows what a hassle getting in an out of a car is.
Plus size women accompanied by two small people, male and female.
So a man in a long coat holding hands with two kids can park his white van there?

It’s not a legal sign so you can park there if you like.
However, as a person with a kid, this kind of parking spot is very helpful since they are usually wider than normal parking spots. It helps with getting kids in and out of cars (think door bashing other car), getting gear in and out of the car.
I assume cars with at least three people.
If it’s a public place, you can get a fine for “fake sign”, no?
