Well, define tourism? I mean, I used to go to Sweden for shopping before Covid but never to buy booze or wine. And definitely not for vacation, except a few downhill ski trips.
High quality wine is actually unreasonably cheap in Norway. Snus, meat and cheese, however, is much cheaper in Sweden.
If cheap alcohol + travel cost was my goal I would go to Latvia or Poland. If you’re lucky flights are less than 300kr (€30).
Why don’t Norwegians just cut it all out and go to Belarus or if Russia is a concern, Germany?

Swedes go to Denmark, danes go to Germany, Germans go to poland.
That not true. More Norwegians travel to Spain vs any other place. Mostly what Norwegians do in Sweden is shop groceries and go home
Where does Denmark figure in? I remember many years ago riding the ferry back from Denmark to Sweden, and some person started randomly chatting me up in Swedish in a very familiar way. This I found out later, was because I was in possession of a 12 pack of Carlsberg, which is apparently, or was apparently quite common for Swedes to bring back…?
Maybe the biggest tourist destination in the 50s, but not anymore. And as a western Norwegian I can’t relate to going shopping for booze in Sweden.

Russians in murmansk area travel to Kirkenes for, amongst other things: diapers, jam, and Vodka
(Tbf, not first hand knowledge, so I might be a bit wrong)
People from the south and east dont go to finland. But alot of people drive to germany for beer and spirits
That and the booze cruise to Denmark
