I have a weird but pretty usual situation in Germany 🙂 My neighbor next door makes a lot of noise 2-3 times per week after 10 pm. It started last summer with very intense music at night. I came up to him, it was a gathering of \~6 people smoking weed and listening to loud music. We have very thin walls here.in a building and we literally are able to hear even pretty quiet sounds from neighbours, but in that case it felt as a night club. After talking to him very politely he reduced the loudness of music back then, though the gathering with loud people didn’t finish.
Later the similar situations either with music or just loud gatherings (loud talks, screams, etc ) repeated really regularly, at least once a week. I was talking to him 6-7 times, in other cases he didn’t open the door. I also have sent many mails to the management company, and they sent him a letter with rules once, but after that they stopped answering mails, so they basically don’t care.
Now the situation is getting even worse as I could hear him or other people from this apartment 2-3 times per week at night. It’s not very loud sometimes, but loud enough to be really annoying. Also sometimes it could be half a night in the form of mumbling which suddenly gets interrupted by loud scream/laugh or even music for a couple of seconds, which for sure makes me and my wife awake. Basically it’s impossible to sleep and rest well there. I tried ear plugs, which are really not so comfortable to sleep with. The open window also doesn’t help much, as those loud screams could be heard for sure through the ambient noise from outdoors.
I live in Offenbach and sent an email to a local Ordnungsamt. They replied that they cannot do anything in this situation as public law doesn’t provide any action to behavior-related noise.
I also contacted the police by mail, and they replied that I could call them to stop noise. I’m gonna do it next time, but I want to first ensure that it is OK to call the police if there’s no music playing, but loud screams/talks/laugh made after 10 pm. Should it be ok?
