And Switzerland and Norway have no reason to join. Like, they literally can join at any moment with no issue, but they just don’t want to. Their citizens are like 70%-80% against joining. They have absolutely no reason to join, they already have deep ties to the EU anyway.
Hell, if we are going this far why not include Morocco? They actually tried joining, and they still show some interest in becoming part of the EU. They are way more likely to join than Russia.

If Russia was smarter and played their cards right, they could have been extended EU Membership. Now this may have to wait a decade or more before it becomes possible. Certainly a new ruling regime that proves itself would be necessary before Russia be admitted.
