Total Maersk activity In Denmark is practically zero. So the headline is meant to be sensationalist. Danish based companies pay taxes on activities in Denmark. Not on activities overseas. If Danish taxpayers wants a higher share of that money, then start investing billions in Port facilities.
Maersk is not cheating Danes from corporate taxation. It is (maybe) cheating other countries.

The real story is that the government let Maersk know that they were going to tax them substantially. Maersk responded that they would leave. The government asked for forgiveness for their mistake. Maersk is a big enough chunk of the economy to dictate terms.
