exterior blinds mechanism. those blinds are usually plastic, not meant as a security measure, but more like an alternative to the interior blinds. My mother’s apartment also has both. she uses the inner blinds for light/privacy and the outer ones get a lot of use in the summer – they let absolutely no light through when fully lowered, but you can keep them just a touch open and have only tiny holes (at the joints) that will not let in much heat but will allow you to have some minimal ventilation if you open the (covered) window.
Interesting never saw both on one window.
This thing is for outdoor ones called rolety. Indoor ones(much more popular nowadays) are called žalúzie.

This is control for outer blinds, to roll up and down. It can be just remains of them, that they didn’t cared to take away. They where used in years before. But they are on a go because they require more maintenance because environment outside (water, high humidity) brakes things faster, corrosion, dust. We had them too, they kept jamming, we had to replace.
Theirs cons where efficient sun blocking, in case of white reflective color. Also it kept the glass cleaner, as it shielded. And in true as mentioned in comments, if there was just different materials they can protect from shrapnel, they where heavy, but made of weak material.
Its a very common thing, in summer it blocks the heat from the sun, it blocks any lights from outside so you can get the best possible sleep. I have both the outer and inner blinds. The inner ones I use in rooms which are pointed directly towards the sun, so I dont want a direct sunshine while watching tv or whatever.
