Fairly sure this is just a Grey Knight Grandmaster, actually.. I remember seeing this when it was first posted online (pretty sure it was a promo image for either a Games Day or a BL book).
And damn, he has one of the most severe cases of *Microcephaly Astartes* I’ve ever seen, and considering how small-headed the marines often are in the art, that’s saying something.
