“Nothing to do with Wagner group” – as in “created it”?

Russia has been a mafia state for over three decades. Now it’s also a fascist state on top of it.

I’m relieved that Macron has stopped trying to play nice with Russia, but was he really this naive? What, was there no one in the government who could inform of a truth almost everyone else already knows as self-evident?
Wagner group is so instrumental in this invasion and works so closely with the Russian command, that it should just be treated as Russian Army and all that implies when persecuting war crimes.
Isn’t Wagner group essentially a mercenary force similar like Blackwater employed by USA in Iraq or Afghanistan?
I am sure France has employed similar mercenary groups in its African adventures.
