My old man has worked in the ambulance service for 20+ years and I have no doubt this is all to do with HSE management. The ambulance service have been shafted for years.
I have had minimal experience with the ambulance service, thankfully but when I did it was for a couple of serious issues for my father. I can’t say anything but good things about them, from the call taker to the paramedics who arrived.
There is only so much they can do when they are so under-resourced

Close family member was involved in a near fatal accident two years ago in Cork.
Where it happened was 5 mins drive from Cork University Hospital.
Fire crew and advance paramedics couldn’t move him because of the rick of spinal injury.
Ambulance took over an hour to get to the scene, they were on route back from Waterford when they got the call.
